Position Overview and Key Responsibilities
The Department of Early Learning currently has an Head Start State Collaborations Office (HSSCO)/Early Childhood Education and Assistance Program (ECEAP) Project Coordinator (Program Specialist 2) position available in our Lacey Office. The HSSCO/ECEAP Project Coordinator works in partnership with the Head Start State Collaboration Office (HSSCO) Project Manager and the Early Childhood Education and Assistance Program (ECEAP) Administrator to assist in accomplishing the goals of the HSSCO and ECEAP in DEL. The position requires three overarching responsibilities –to perform administrative duties, to manage/coordinate specific HSSCO/ECEAP projects or initiatives, and to develop and monitor contracts for the HSSCO.

Desirable Qualifications
DEL is most interested in candidates who meet or exceed the following criteria:
• A bachelor’s degree
• Experience working with Head Start/ECEAP/early learning community
• Knowledge of Government organization/administrative procedures, including state contracting procedures
• Knowledge of Head Start and ECEAP program requirements
• Ability to communicate effectively both through speech and writing
• Ability to build and maintain collaborative relationships
• Computer proficiency, including Word, Excel, and database applications
• Ability to organize, prioritize, and complete multiple projects, with accuracy and within time limits
• Initiative, flexibility, accountability, responsiveness and willingness to learn.

Annual Compensation $32,688 – $42,588, DOQ

Washington State offers a solid benefits package that includes a state retirement plan, deferred compensation, paid holidays, paid vacation and sick leave, a full array of health, dental, life and long-term disability insurance coverage, and other optional benefit programs.

This position is covered by a Collective Bargaining Agreement with the Washington Federation of State Employees (WFSE) which contains a “union security” provision. This means that, as a condition of employment, you must either join the union and pay union dues or pay the union a representation or other fee within 30 days of the date you are put into pay status.

ECEAP Specialists develop and interpret ECEAP Performance Standards and policies; monitor contracts; conduct contractor program reviews; provide consultation, training, and technical assistance to ECEAP contractors; lead and participate in special projects, and support DEL projects related to ECEAP. This position reports to the ECEAP Program Administrator.

Annual Compensation $49,368 – $64,740, DOQ
