Job Summary:
This position is funded with American Recovery & Reinvestment Act funds. This funding ends September of 2011. Implement the child health services, implement parent health education program, and track staff health status in coordination with program staff including home visitors.

Essential Job Functions:
1. Follow up on the health portion of enrollment of families.
2. Work with families and staff to obtain needed health coverage and medical home.
3. Work with families to ensure children obtain needed immunizations, screenings, and exams on schedule.
4. Screen children, as needed, for vision, hearing, and growth.
5. Develop plan with parents and staff for classroom care of children with special health care needs.
6. Evaluate all health information for needed follow-up or referral and support family in obtaining follow-up services.
7. Participate in family home visits or staffings and initiate special health staffings when needed.
8. Ensure there is ongoing two-way communication with parents about their child’s health status.
9. Monitor and track all health services and outcomes in planning for individual child.
10. Maintain up to date health records for each child and provide summary when child leaves program.
11. Participate in the Direct Service Team, home visits and assist in carrying out responsibilities.
12. Distribute and explain health education materials to parents.

Qualifications:
Required Education and Experience:
1. AA degree in health, social or human service field.
2. Experience (paid or volunteer) in pediatric or community health work.
3. Two years experience (paid or volunteer) working with low income families with preschool age children.
4. Experience working with families from diverse cultures and ethnic backgrounds.
5. Experience working as a team in providing services.

Position Purpose

Education, Experience and Other Attributes
A Bachelor’s degree in a field related to early childhood education is required with a Masters degree preferred; well-honed interpersonal/communications skills and the ability to work effectively with diverse individuals and constituencies; effective, high level networking and long-term relationship building skills; advanced verbal and written communications skills and the ability to present effectively to small and large groups; capable of leading and motivating groups and individuals; able to work independently with minimal oversight and supervision; and self-confident, adaptable, collaborative and able to work with a wide variety of essential stakeholders.

In addition the preferred candidate will have: * demonstrated ability to build, revitalize and sustain effective work teams * experience with different levels of administration and financial accounting * familiarity with the state legislative process * familiarity with the Washington’s national delegation and congressional process * familiarity with national, state and local early learning, K-12 education and/or health policy and program issues * demonstrated credibility with state and national early learning leaders and experts

Language proficiency required/preferred
English language proficiency is required with secondary proficiency in Spanish preferred.

The Department of Early Learning currently has an Early Childhood Education Assistance Program (ECEAP)/Comprehensive Pre-K Specialist (Commerce Specialist 3) position available in our Lacey Office. ECEAP Specialists develop and interpret ECEAP Performance Standards and policies; monitor contracts; conduct contractor program reviews; provide consultation, training, and technical assistance to ECEAP contractors; lead and participate in special projects, and support DEL projects related to ECEAP. This position reports to the ECEAP Program Administrator.

DEL is most interested in candidates who meet or exceed the following criteria:
• A bachelor’s or higher degree in child development, early childhood education, education, human development, health education, human services, family support, social work, mental or behavioral health, psychology, public health, nursing, or a closely related field.
• Four or more years of experience providing supervision, planning, policy analysis, monitoring, consultation, inter-agency coordination, training, or technical assistance in early learning, family support, health, or comprehensive pre-kindergarten program design or management.
• Expertise in and knowledge of current research, practices, and resources in two or more areas: pre-kindergarten programming, comprehensive services for low-income children and families, early childhood education, children with special needs, parent involvement, family support, health, nutrition, mental health and behavior, child care licensing, early learning professional development, operation of early learning programs, and early learning and family outcomes.
• Professional experience and demonstrated skill in monitoring early learning programs, observing children and classrooms, providing objective analysis, and interpreting and applying performance standards.
• Excellent written and oral communication skills. Computer proficiency (Word and Excel).
• Availability to travel outside of the state office, frequently, up to a week at a time.
• Knowledge of and experience in direct delivery of comprehensive pre-kindergarten programs such as ECEAP or Head Start.
