Early Childhood Education and Assistance (ECEAP) Specialist
at Washington State Department of Early Learning in Lacey, WA.
We are currently seeking a part-time Commerce Specialist 3 in our Lacey Office. This position is anticipated to be part-time, approximately 20 hours per week, and last 6 months. This position is also referred to as an Early Childhood Education Assistance Program (ECEAP) Specialist. The ECEAP Specialists oversee ECEAP contractor continuous improvement, including contract management, monitoring, program reviews and technical assistance. They develop and interpret ECEAP Performance Standards, lead and participate in special ECEAP projects, and support DEL and division projects related to ECEAP.
DEL is most interested in candidates who meet or exceed the following criteria:
- Bachelors degree or higher in child development, early childhood education, human development, health education, human services, family support, social work, mental or behavioral health, psychology, public health, nursing, or a closely related field
- Experience in direct delivery of comprehensive early learning services, such as ECEAP or Head Start
- Experience providing consultation, training, or technical assistance in early learning, family support, health, or comprehensive pre-kindergarten program design or management
- Professional experience in monitoring early learning programs, skilled at observing children in classrooms, providing objective analysis, and interpreting and applying performance standards
- Knowledge of current research, practices, and resources in three or more of the following areas: pre-kindergarten programming, comprehensive services for low-income children and families, early childhood education, children with special needs, parent involvement, family support, health, nutrition, mental health and behavior, child care licensing, early learning professional development, operation of early learning programs, and early learning and family outcomes
- Excellent written communication skills; computer proficiency, including Word and Excel
- Excellent oral communication skills, including skills for meeting facilitation, presentation, negotiation, and consensus-building
- Ability to plan and manage multiple projects; demonstrated skill at objective observation; ability to analyze and synthesize data and apply objective evaluation criteria
- Commitment to continuous quality improvement in state operations and local ECEAP services
- Ability to collaborate with Department of Early Learning staff and positively represent DEL with diverse external partners
- Availability to travel outside of the state office a minimum of one week every two months

Compensation Range —$22.94 to $30.07 hourly, DOQ
