full time Family Health Home Visitor Head Start

at Olympic Educational Service District 114 (Anywhere)

Job Summary:
This position is funded with American Recovery & Reinvestment Act funds. This funding ends September of 2011.
Primary function or working directly with expectant families and Infants in Toddlers in the families home using the Parents as Teacher curriculum. Home visits last for 90 minutes once a week. Socializations are planned twice a month. Plan and implement a developmentally and culturally appropriate learning environment for pregnant mothers, infants, toddlers and their families. Work in partnership with a public health nurse through clinical supervision and dual home visits to support families.

Essential Job Functions:
1. Support parents and expectant parents in their primary role as caregivers both through weekly home visits and participation in bi-monthly group socialization experiences. Use adult learning principles while working with families.
2. Enroll, recruit and maintain caseloads of families using OESD procedures and PROMIS data base.
3. Work in partnership with families and staff in planning and implementing an environment where infants and toddlers can form positive attachments with parents and primary caregivers.
4. Encourage and support parental involvement in the home visits and group experiences and all other educational opportunities.
5. Work with parents, their families, and other staff to screen and assess children's strengths and growth needs.
6. Partner with parents to create and maintain a learning environment that supports children and families, is responsive to individual needs, and promotes infant and toddler growth and development. Develop Individual Learning Plans for each child or build on Individual Family Services Plans that have been developed by our Early Intervention provider.
7. Partner with parents in identifying opportunities to learn about the growth and development of their children and help develop a Family Partnership Agreement based on parent goals.
8. Develop and track a Health Plan for the Infants and Toddlers in partnership with the parents. Provide resources and support to families to keep their children up-to-date on the EPDST schedule for health care.
9. Help parents to address their social service needs.
10. Assure that all record keeping, USDA records, screenings, observations, anecdotal notes, home visits and parent conferences are appropriately implemented and documented according to Head Start Performance Standards.
11. Model appropriate communication skills, guidance techniques, and nurturing qualities and promote positive attachments between caregivers, children, and families.
12. Help transition families from Early Head Start to the next learning environment in the continuum of early childhood services.
13. Maintain, purchase, and request equipment and supplies.
14. Maintain certification as a Parents as Teacher provider.
15. Be present at yearly parent/staff/self-assessment and evaluation.

Other Job Functions:
1. Participate in meetings and trainings as required.
2. Perform related duties as assigned.

Qualifications:
Required Education and Experience:
1. Associate of Arts degree in Human Development, Human Services, or similar field and a minimum of two years experience working with parents of children birth to three-years old.
2. Experience working with low-income families, diverse cultures, and ethnic backgrounds.
3. Experience working with teens, infants and toddlers, and children with disabilities.
Required Skills, Knowledge, and/or Abilities:
1. Must have good human relations and interpersonal skills.
2. Demonstrated excellent verbal and written communication skills.
3. Ability to work with families with children with disabilities.
4. Knowledge of substance abuse issues or willingness to learn.
5. Computer skills or willingness to learn.

6. Ability to maintain confidentiality in adherence to program policy.
7. Ability to work occasional evenings.
8. Ability to travel; reliable transportation.
9. Ability to lift infants and toddlers.
Required Licenses and/or Certifications:
1. CPR/First Aid and Food Handlers Certificates or ability to obtain prior to working with children.

Working Environment:
The usual and customary methods of performing the job’s functions require the following conditions:
• Significant: talking, hearing
• Frequent: vision, driving, handling paperwork, kneeling, squatting, crawling, lifting up to 10 pounds, use of personal computer/phone, looking at computer monitor, moderate noise levels
• Occasional: standing, walking, sitting, climbing, reaching above the shoulder, lifting up to 50 pounds, carrying, pushing/pulling, repetitive motion, use of fax machine/calculator, color vision, peripheral/depth perception, ability to adjust focus, exposure to blood/bodily fluids/fumes, loud noise levels
